The Worldwide ERC® Public Policy Principles for Where Work Is Going
Anywhere, Agile, Attentive

The COVID-19 pandemic is changing the world of work. Businesses that used to have one central workplace may now have as many sites as they do workers, as home offices extend across the country and around the world. The workforce is more mobile and will continue to be.

While a more mobile workforce brings great opportunities to expand innovation, productivity and worker well-being, it also presents new challenges for businesses, workforce mobility professionals and policy leaders who must support where work is going.

Our members are the certified relocation professionals and global mobility specialists who have mastered the process of moving working professionals to where work is going around the world. The more than 5,400 workforce mobility professionals we represent are the experts in what it takes to safely and efficiently relocate and support individuals in the workplace – including remote ones.

From economic stimulus and tax relief to immigration reform and real estate public policies to duty of care and compliance, if a business or public policy involves the recruiting, hiring, deploying and/or relocating of a working professional, then our members will have an informed perspective on the solution(s) to best support a mobile workforce. This is especially true for public policies that relate to smaller businesses, as approximately 80 percent of our members are small- to medium-size businesses.

As leaders turn to the challenge of crafting public policies for the rapidly changing world of work, the professionals who manage and determine where work is going can help. A public policy infrastructure for workforce mobility that supports work anywhere, that is agile and that is attentive to the needs of workers and the business community is vital to sparking economic recovery, new growth, increased productivity, innovation and individual prosperity for the long term.

Public policies must support work ANYWHERE.
Workforce mobility professionals have always had to plan for where work is going – and that could be anywhere in the post-pandemic world. They are always looking around the corner, preparing themselves for what is coming next. COVID-19 economic relief, tax simplification and trade policies that support where work is happening and where work is going – whether it be at a central worksite or in remote offices around the globe – are imperative to give businesses and workers the advantage they need to compete in the modern marketplace.

Public policies must be AGILE.
The post-pandemic world has forced industries and workers to be evermore adaptive, intelligent and agile. Public policies should be similarly proactive, smart and flexible. Whether it be public policies governing safety at work, those that relate to deploying technological solutions, or reforms for ensuring a predictable and reliable employment-based immigration system, public policymakers should recognize that it’s no longer “business as usual,” and give workforce mobility professionals the flexibility they need to go where work is going.

Public policies must be ATTENTIVE.
Public policies must protect and develop the workforce while treating people and compliant businesses fairly. They should promote employers acting in good faith and penalize those that do not comply with the law. Further, as technology creates greater efficiencies, we should create one standard for protecting data privacy for workers. And, just as workforce mobility professionals support the development of the skilled and diverse talent who are the heartbeat of the workforce, so too should policymakers, implementing public policies that empower workers to seek new skills so they are prepared for where work is going.
